Henry made them due to his inability to cope with the death of the actual Charlie. It's revealed it was actually her the one abducted and killed by Afton at Fredbear's, and not Sammy. As new victims killed with the same modus operandi are found, they end up discovering that the authors of this are new animatronics created by William Afton, which contain disks able to cause hallucinations and modify their appearances to make them more lifelike. Not only that, but they also discover that Charlie is the target of these robots.
